Abstract : One problem that has received sufficient attention from the government is HIV and AIDS. Acquired Immuno Deficiency Syndrome (AIDS) is a collection of disease symptoms caused by a decrease in the human immune system due to infection with the Human Immunodeficiency Virus (HIV), which attacks human white blood cells. Based on HIV/AIDS data from program managers at the Palu City Health Office, out of 13 existing Public health centers in Palu city, the highest HIV/AIDS cases were found based on the Public health center in 2021, namely the Talise Puskesmas with 48 people infected with HIV/AIDS. The purpose of this study was to determine the concept of communication, resources, disposition, and bureaucratic structure in the implementation of HIV/AIDS prevention policies in the working area of the Talise Health Center, Mantikulore District, Palu City. The research method used is qualitative research with a case study approach. The results showed that the comic concept was good enough where communication distribution was carried out correctly using counseling, counseling, and mobile VCT methods. However, there are still obstacles in providing information, such as collecting patients to come to counseling. The patient fears being examined and taking samples, then the patients are embarrassed to come for treatment and are too lazy to do a blood sample examination. In the resource variable, the results show that the existing staff is sufficient. It is just that there is only one lab officer, and the funds obtained come from BOK funds and adequate facilities, but the clinic is still combined with the service room. The disposition variable is good enough where the concept of staff appointment has a clear path, and those fully responsible for this program are the head of the health center and the head of the program. In the bureaucratic structure variable, the one with the highest authority is the head of the Public health ce.nter Moreover, the person in charge of the program, and from the viewpoint of other sectors, are very supportive of this program, while the constraints are that patients want to avoid taking part in examinations and attending counseling.
